In the post FERC 2000 era, the industry participants are  looking for clear=

guidelines on regulation and pricing. A well defined  regulatory and pricin=

structure would allow them to pursue their business  models without=20
compromising the reliability of the national electric grid. The  crisis in=

California reinforces the need for these clear guidelines. While the  rules=

of the game are still not as clear as many would like it and while there  a=

vast differences in approach in different regions, some areas of consensus =

have emerged among market participants and regulators. The industry experts=
