An unprecedented gathering of at least 10 western state governors, top state 
and federal energy officials and the principals of companies involved in the 
West Coast power crisis, will be hosted Thursday and Friday in Portland, OR 
by the Western Governors' Association. U.S. Energy Secretary Spencer Abraham, 
Interior Secretary Gale Norton, and the three Federal Energy Regulatory 
Commissioners are among those who will participate in the Energy Policy 
Roundtable. Following on a keynote address by former Senate Energy Committee 
Chairman J. Bennett Johnston at a dinner Thursday night, the government and 
industry leaders Friday will participate in two roundtables, addressing
