It appears from the RR Weekly Report (1/10/02) that Stations for 1 and 2 will not be in-service until mid-June 2002, and Station 3 until July 2002. If Lorraine is asking whether TW can use or find existing capacity in order to flow incremental RR volume until Stations 1 and 2 are in-service, I think the answer is yes. I didn't read anything in the order that prohibits TW (in fact TW does mention possible in-service delays in the order).
