From the SE trans FERC status report (Southern, etal and now Entergy):

"The SETrans Sponsors support the establishment of a market structure utilizing LMP and financial transmission rights."

SETrans is beginning its new customer meetings/RTO process in Atlanta this month.  Hopefully, SE Trans will file something fairly decent with FERC and become an RTO in the next several years!
