Attached is EPMI's FERC-filed response to the SE RTO mediation report.  The response discusses all characteristics/functions of our initial preferred RTO structure for the East, including financial transmission rights/LMP in real time, unbalanced day ahead schedules, no icap market, market monitoring function, and transco "for profit."
