2. The main contribution of this paper is analysing several algorithms under dynamic conditions. This contribution is important because increasing traffic on the Internet creates a need for better congestion control mechanisms.
3. Despite some problems, slowly-responsive algorithms have some benefits to TCP congestion control.
4. This paper presents a somewhat significant contribution because although TCP congestion control can be optimised, the authors actually find algorithms that could be safe to deploy.
